Breeding and Sale of Dogs (Welfare) Act 1999

Breeders, who breed more than four or more litters a year must be licensed by the local authority.  Breeders, who breed fewer litters a year but are carrying out a business of breeding dogs for sale should also be licensed.

Licensed breeders must:

  • Not mate a bitch less than 12 month’s old
  • Not whelp more than 6 litters from one bitch
  • Not whelp two litters from the same bitch within 12 months
  • Not sell a puppy until it is at least 8 weeks old, except to the keeper of a licensed pet shop
  • Must keep accurate records
     
Recently the Kennel Club has reviewed its breeding policies to ensure that all dogs are fit for their original function and that none should be bred from close relatives.   The Kennel Club has called on the government to give it statutory powers to make the principles and standards of its breeding scheme compulsory throughout the country.
